Seven services, each tied to real work
Five rest on programs Rajesh has led himself. Grant writing and executive coaching are delivered with partners.
Project Management
Large Medicaid and health IT programs fail in the gaps between teams. CalFina owns scope, schedule, budget, risk, and dependencies from planning through go-live and the handoff to operations.
- Portfolio governance across many concurrent projects and teams
- Vendor and stakeholder coordination, with a rolling 60 to 90 day resourcing outlook
- Standard tools, dashboards, and reporting cadences
- Weekly executive briefings on status, risk, and financial performance
- Closure, lessons learned, and transition to operations
Experience. State implementation project manager for the largest Medicaid pharmacy transformation in US history: $17B in annual pharmacy spend, 18M+ beneficiaries, 40+ concurrent projects across six portfolio teams, and a 600+ person multi-vendor ecosystem. Zero application bugs in production at go-live.
IV&V
IV&V is an independent check. Someone with no stake in the build tests whether the system is being built correctly and whether it meets its requirements. State Medicaid programs commonly use it on large system projects.
- Independent assessment of the project and the system against requirements
- Findings reported to the people who fund and govern the work
- Risks raised early, with recommendations, before they escalate
Experience. Direct IV&V work on a state Medicaid program.
CMS Certification Support
Enhanced federal funding depends on certification. CalFina prepares the evidence, runs the milestones, and keeps executives informed until the system is certified.
- Benchmarking system capabilities against CMS standards, including Streamlined Modular Certification and Outcome Based Certification
- Milestone governance and compliance documentation through go-live certification
- Advance Planning Documents: budget, cost-benefit analysis, federal match, and long-range technology investment
- Executive reporting and milestone negotiations with CMS
Experience. $300M+ in enhanced federal funding through Streamlined Modular Certification of a state pharmacy program. $200M over five years through Outcome Based Certification of a statewide provider enrollment platform. Directed CMS certification of a state accounts receivable platform. $500M+ across engagements.
Grants Management
Grants are won once and managed for years. CalFina keeps grant-funded programs compliant, reported, and measured against what the funder asked for.
- Budget development and financial tracking
- Compliance with funder requirements
- Reporting and outcome tracking
- Executive presentations on portfolio status
Experience. Led a $222M capital budget and an $80M grant portfolio for a large California city. Grant applications grew 150% year over year. Awarded a 2010 Bright Idea in Innovations in American Government (Harvard Kennedy School).
Grant Writing
A strong proposal answers the funder's question and shows the program can deliver. CalFina writes proposals for healthcare and public health funding opportunities with its grant-writing partners.
Delivered with CalFina's grant partners, Patrick and Denise. CalFina's grants management experience informs each proposal.
- Research funding opportunities that fit the program
- Write the proposal and the budget narrative
- Coordinate review and submission with the client team
Leadership and Executive Coaching
Coaching for leaders in healthcare and public health: management effectiveness, team development, and organizational leadership.
Legacy Leadership Institute, led by Izabela, delivers this service in partnership with CalFina.
SME Services
Sometimes a program needs expertise, not a full team. CalFina provides subject-matter experts on Medicaid, health IT, and public health program operations for advisory and project work.
- Post-go-live stabilization: diagnosing workflow and data problems, and building corrective action plans
- Readiness assessments ahead of a rollout
- KPI frameworks and executive dashboards
- Executive and board-level briefings
- Managed care contract transitions
Experience. Led stabilization of a county justice-involved Medicaid program after go-live. Assessed county operational readiness ahead of a statewide rollout.
