Rajesh Adoni, founder

Rajesh founded CalFina in 2020. He has spent more than 13 years leading California Medicaid technology programs, and he still does the work himself.

His record covers state implementations, CMS certifications, independent reviews, and grant portfolios. Before health IT, he managed product engineering in a zero-defect environment. That standard carries into every program he runs.

Where the experience comes from

  1. CalFina

    2020 to present

Founded and ran a Medicaid consulting practice that held three concurrent state subcontracts. Led state implementation of the largest Medicaid pharmacy transformation in US history. Directed CMS certification of a state accounts receivable platform. In 2025 and 2026, led stabilization of a county justice-involved Medicaid program.

  2. Avvento Consulting

    2019 to 2020, Senior Manager

Directed CMS Outcome Based Certification for a statewide provider enrollment platform. The work secured $200M in enhanced federal funding over five years.

  3. Cambria Solutions

2013 to 2019, Consulting Manager (acquired by Ernst & Young)

Led state Medicaid engagements. Project manager and QA lead on a statewide behavioral health claims system: $2B+ in annual reimbursements across 55+ county programs, delivered on time with zero production defects. Led delivery of a program that brought California into federal PASRR compliance in three months, after 20 years of noncompliance. Performed IV&V on a state Medicaid program. Advised on delivery governance for a $500M health exchange transformation.

  4. California city government

    2007 to 2013

Grants manager for a $222M parks capital budget and an $80M grant portfolio. Grant applications grew 150% year over year. Then analytics manager for a fire department: strategic planning, KPI dashboards, executive reporting, and a change-management effort that improved operational efficiency 30%.

  5. Xicor

1994 to 2002, Engineering Manager (acquired by Intersil)

Managed a $35M product portfolio that earned $200M+ in lifetime revenue, in a zero-defect design environment.

Perspective

Rajesh writes about why complex public-sector health systems fail, including where AI deployments collide with the operational systems downstream of them. He follows how AI is entering government health programs. CalFina does not sell AI delivery. It brings Medicaid operating knowledge to the conversation.
